Experimental - optimization for static models

This is an experimental optimization for larger models that are static (no animation).
Optimization only works in webgl.
If you try this experimental, expect bugs and visual issues when testing the optimization, please report them back with example projects. For this level of debug, an example project is required to determine the issue.
To enable static geometry use the new ACE Set static geometry.
